Kocu Bey 'the Turkish Montesquieu' was Macedonian

Two sources below state he is a Macedonian, the first however states he was either Macedonian or Albanian. Maybe this is a case where Kocu Bey was another half Macedonian half Albanian that rised high in the Ottoman ranks. Or that he was simply a Macedonian.
