l. Име, карактер и функции

Чл.1. Македонските емигранти и нивните потомци се организираат во национални и културно-просветни или добротворни братства или друштва.
Во секоја одделна држава (Бугарија, Турција, Романија, Албанија, Америка и другите) тие друштва или братства, чии членови се од една и иста народност, се групираат во национални организации, со национален комитет, кои се здружуваат и формираат општа сојузна организација на македонските емигранти, со сојузен комитет во секоја држава и со еден Виш сојузен комитет - со седиште во Европа, но надвор од балканските држави.

1) принудните дејствија од каков и да е карактер за зголемување на бројот на членовите или за снабдување на материјални средства;

2) мешањето во внатрешниот политички живот на државите, во кои постојат национални и сојузни организации или само дружества.

ll. Цел

Чл. 3. Сојузната организација на македонските емигранти, чија девиза е: Македонија на Македонците, има за цел:

1) Да се бори по легален начин за воздигнување на Македониja во нејзините географски и економски граници во независна држава со полно и еднакво учество во нејзиното управување на сите народности, кои ја населуваат, при полна еднаквост и право и при еднакви верски, народностни и политички права за нив. Новата држава да биде поставена под покровителството на Друштвото на народите.

2) Да ја култивира идејата за формирање на Балканска федерација, за да се премавнат на тој начин спротивставеностите меѓу балканските народи и примират нивните културни, стопански и политички интереси;

3) Да ја популаризира македонската кауза среде туѓиот свет;

4) Да ги сплотува и обединува македонските емигранти, без разлика на вера и народност, организирајќи ги за нивното културно и материјално воздигнување и работејќи за нивното политичкото воспитување во духот на својата цел.

5) Да помага на емигранти, кои се во нужда, членови на организацијата, и да содејствува за културно-стопанскиот напредок на Македонија.

lll. Средства

Чл. 4. За постигање на својата цел сојузната организација се служи со своите установени управни тела, со следните средства:

1) Издава весници, списанија, книги и др. за осветлување на општественото мислење насекаде во однос на македонското прашање;

2) Свикува јавни собранија, уредува прикази и реферати;

3) Влегува преку Вишиот сојузен комитет, а во отсуство на таков - преку сојузните комитети во одделните држави, во лични и писмени релации со општествени и политички фактори и организации, кои се борат за правата на народите, за да ги осветлува во однос на македонското прашање и да ја добие нивната поддршка за својата цел;

What do you think of the "Ustav", is there a place for Macedonian ethnic identity in it or does it constitute the Proto-MPO TEMPLATE for Switzerland of the Balkans?

Born in Prilep, Macedonia, Jordan Chkatrov came to America in 1924 as a
special envoy of the Executive Committee of the Brotherhoods of
Bulgaria, to attend the Third Annual MPO (Macedonian Political

The word for nationality in Macedonian (narodnost-народност) has been translated as ethnicity which is incorrect, it should be translated as nationality in English.

Looking at it from a pragmatic perspective, I don't think the MPO ever intended to have Greek-speaking, Turkish-speaking, and other non Macedonian-speaking peoples join them, that is why they refer to 'nationalities', ie; Macedonians belonging to other nations by way of citizenship or religious affiliation.
