        Seems to be, this article in the Spanish newspaper La Vanguardia, described Vojdvoda Babadjan as a Macedonian refugee in Bulgaria.

        Rough Translation

        LONDON, 4.-The Standard just received from its correspondent in Sofia a long telegram of the utmost importance. The correspondent will find in it a vast conspiracy plan was hatched. The general Kaulbars to end the independence of of Bulgaria and encourage serious disturbances in the Balkans.

        It seems, according to the correspondent's categorical statement that the general Kaulbars summoned a few days ago to Vojvoda Babadjan, head of the revolutionary party of Macedonia and now refugee in Bulgaria. Kaulbars asked the rebel leader the number of Macedonian insurgents he could have in a moment and to obey his orders blindly.

        The Vojvoda replied indicating a fairly large number and then the Russian envoy said he told him that money was needed to lead a revolutionary movement in Sofia and topple the current government of the regency.

        The proposal by Kaulbars was: Babadjan promoted the revolution in Sofia, all movement expenses were borne by Russia, who also commit to support a revolution in Macedonia, and to liberate this country from Turkish rule. Kaulbars plan was that the coup be carried out in Sofia, Russian troops would occupy Bulgaria, stating that only this way they could maintain order there, and be sure of the election of Prince Alexander's successor.

        But the whole plan has failed because of the defection of a Babadjan confidant, not believing he was loyal or patriotic to help the strengthening of Russian rule in the Balkans, revealed the whole plot to the Government of the regency.

        Announced that if the Bulgarian government obtains tangible evidence of the conspiracy hatched by Kaulbars, they will proceed with the utmost vigor, sending a circular to the powers and protest demanding the withdrawal of Kaulbars.
