Greece bans the existence of Macedonian organization in Ser (Serres)

Greek authorities ban the existence of a Macedonian organization in the city of Serres.

The organization “St. Cyril and Methodius – local society of Serres” was established in December 2017 by members of the Macedonian community in Iraklea, Serres.

The association was registered by the Greek authorities in January 2018, when the problems for the Macedonians in this part of Greece began.

The goal of the organization is to preserve and popularize the local language and heroes, but the founding document did not state which language and whose heroes.

The legal challenges of the Macedonians in Serres begun when in March 2018 the leadership of the organization announced in its newspaper that it is about the Macedonian language and Macedonian heroes and not the Greek ones.

Immediately afterwards, the president of the Federation of Greek-Macedonian Societies, which claims that Macedonia is Greek, filed a lawsuit with the Public Prosecutor’s Office in Serres, explaining that any organization of Macedonians is against Greek laws and the constitution.

On February 14, 2019, the Prosecution requested the withdrawal of the registration of the Macedonian organization, accusing it of “trying to create a community” different from the Greek one, which has its own language and culture.

At the first hearing in Serres on April 9, 2019, the court withdrew the registration of the Macedonian organization, after which the organization filed an appeal with the higher court in Solun in February the following year. The Court there confirmed the decision to annul the registration of the Macedonian organization.

The court also rejected a request of the Hellenic League for Human Rights from January this year, after which the Macedonians from Serres are preparing for a petition to the Supreme Court in Athens.

This case shows that even after the signing of the treasonous and shameful Prespa Agreement, Greece continues to disrespect the basic human rights of the Macedonians.

In addition, journalist Goran Momiroski who first reported on the story was banned from entering Greece for several years because he posed “threat to Greece’s national security”.

Did Zaev ask Mitsotakis about the removal of the Macedonian “Krste Misirkov” association in Greece?

On the day when Zoran Zaev had a meeting with his Greek counterpart Kyriakos Mitsotakis in Athens, Greece did not allow the registration of the Macedonian “Krste Misirkov” association from Voden.

The association lasted only one day and was removed from the register of cultural institutions in Greece.

The explanation of the Greek authorities was that the person who applied for registration of the association is present in the Greek judicial system in several cases and that the organization does not provide privileges to any potential user whatever that means.

After the signing of the Prespa Agreement, this is the second ban on an association of Macedonians in Greece. The registration of the organization “St. Cyril and Methodius – local association Serres was also withdrawn. It announced in its newspaper that it is committed to learning the Macedonian language in Greece and talks about the existence of Macedonian heroes separate from the Greek ones.

The government’s statements about Zaev’s meeting with Mitsotakis did not say whether the Macedonian Prime Minister had raised the issue with his Greek counterpart.

This was probably google mistranslated from Greek. This association is not banned, it is still legal and active. It was just deleted from the registry of cultural associations of the Ministry of Culture.

Being in that registry does not necessarily mean something, e.g. that you will be sponsored by the Ministry.

How is it legal if it’s not incorporated? I certainly don’t think the google translation is the issue. If it doesn’t mean anything to be in the registry, why have the registry at all, and what’s the problem with registering Macedonian organisations?

Being in this registry which hosts thousands of cultural associations that one can find classified based on district and cultural field means
(a) some sort of promotion
(b) possible sponsorship by the Ministry.

Brussels can be a patronising place. In the eu, prime ministers are sometimes treated like schoolchildren. In a favourite phrase, stern officials declare that national governments must “do their homework”. If Brussels is a classroom, then Greece has become an unlikely swot. Its handling of the pandemic has been praised. Its plans for spending a €31bn share of the eu’s €750bn ($915bn) recovery pot got a gold star from eu officials. Greek ideas such as a common covid-19 certificate are taken up at a European level. After a decade in which Greece found itself in remedial lessons, enduring three bail-out programmes and economic collapse, it is a big shift. Syriza, the leftist party that ran the country from 2015 to 2019, was the class rebel. By contrast, the government of Kyriakos Mitsotakis, the smooth centre-right prime minister since 2019, is a teacher’s pet.

Partly, the change in reputation is a question of politics. Syriza set itself up as a challenger to the eu’s current order, hoping to overhaul the club from the inside. But if the eu has a house view, it is one of the centre-right where Mr Mitsotakis’s New Democracy sits. In the technocratic world of eu politics, Mr Mitsotakis fits right in. A former management consultant, he speaks English, French, German and Davos, a dialect used by middle-aged men in snowboots at high-altitude conferences. He wears the school uniform well. Explicitly, New Democracy was elected in 2019 on a plan to overhaul Greece. Implicitly, their task was to make Greek politics boring and turn Greece into a normal European country. Syriza’s leaders saw themselves as a beginning of history; New Democracy’s leaders see their job as bringing a dark era to an end

EFA Member Party DEB Partisi, the Western Thrace community, and the Council of Europe’s Committee of Ministers have called for Greece to ensure that 3 long-standing freedom of association cases are promptly dealt with by the Greek Court of Cassation, in compliance with the ECHR. The three cases concern Greece’s violation of Article 11 of the human rights convention (freedom of association). In the first two cases, the European Court of Human Rights ruled – in 2007 and 2008, respectively – that Greece had violated Article 11 of the human rights convention (freedom of association) by failing to register two associations on the grounds that they aimed to promote the idea that an ethnic minority existed in Greece, rather than a religious minority. In 2008, the European Court of Human Rights found a similar violation in the third case, concerning the dissolution of an association. This particular case, in which Greek authorities attempted to actively hinder the progress of organisations that promote the rights of ethnic minorities in Greece, has struck a chord with our member party DEB Partisi. ‘The Macedonian Mother Tongue Promotion Movement Organisation, “Krste Misirkov”, in the region of Edessa, which belongs to the Macedonian Minority, submitted a registration petition to the “Cultural Institutions Registry” of the Ministry of Culture and Sports, and this petition was examined and accepted by the Ministry.’ DEB Partisi explains. ‘Subsequently, the cancellation of the registration of the organisation at midnight, three days after the approval, not only damaged the democracy of the country, but also revealed the injustices done to the Western Thrace Muslim Turkish Minority associations were also done to other minorities. In a multicultural country with different ethnicities, ignoring the fact that the multiculturality of a country will bring wealth, democracy and equality to the society in every aspect, and the implementation of policies in order to eliminate or ignore different ethnic identities will cause the communication gap to widen, the ignorance of the truth and most importantly causes damage to the democracy.’ EFA stands behind the minorities that are oppressed by the decisions of the Greek authorities, and urges the European Court of Human Rights to further emphasise their rulings and ensure it is implemented.
